You can not disobey a unlawful order. Use the very laws they are supposed to enforce against them. (When any person breaks the law, they are obliged to face the consequences!) File a criminal complaint. Wait for the criminal complaint to complete before starting a civil complaint. If any of the criminal charges against them result in a guilty verdict, that can be used as evidence in the civil complaint, as a guilty verdict in a criminal case is more than the the level of proof needed (preponderance of evidence) to win a civil case.?
